Joe was born June 1939 in Walton, NY to Joseph F. & Madelene Stearns Harby. He graduated from Walton Central School in 1957, from SUNY Delhi in 1959 and The University of Georgia in 1961.

He returned to Walton to work for the family business, Meadow Brook Dairy and became the owner-operator in 1976. Joe was a member of Christ Episcopal Church, and served on the Vestry. He was on the Board of Trustees and served as past president of the Walton Cemetery Association, Inc. He was also a member of the Board of Directors of the National Bank of Delaware County.

Joe spent the majority of his retirement doing two of the things he loved the most, vacationing with his wife & family and raising dairy heifers. In 1961 he married the former Carolee Storrer. She survives along with their three sons, Joseph F. III and Christine of Oneonta, David S. & Kim of Franklin, TN and Jacob A. & Amy of Walton. He was predeceased by a brother in law, Raymond Abbott.

Joe will be remembered for many things; the love he had for his family, his bright smile, and his collective knowledge that he liked to share with young people.
